FLOW will draw on the expertise of transport professionals to define congestion and the role of walking and cycling in that context.
The FLOW consortium believes that policy makers should have more information about congestion and the impact of walking and cycling measures on congestion. Therefore, as a first step to arrive at a common understanding of congestion, a number of transport experts will be surveyed to provide their insights on congestion in general and the interrelation with walking and cycling measures. In so doing, FLOW will collect different perspectives on definitions and indicators of congestion.
The survey will inform the expert workshop in Dublin in November 2015. This workshop will be held to discuss in detail how policy makers in European cities can measure congestion and its impacts, how the impacts of walking and cycling measures on congestion can best be assessed and how such effects can be communicated. The survey results will also feed into the FLOW conceptual framework.
